EPILOGUE 369

In 2013, UPS paid $40 million to resolve federal accusations of knowingly shipping drugs for illegal online pharmacies. A year later, after refusing a similar deal, FedEx was indicted by a federal grand jury in San Francisco for conspiracy to traffic in controlled substances on behalf of illegal Internet pharmacies. RX Limited was not among the pharmacy networks included, but the former DEA agent in the 960 group told me that Le Roux provided infor- mation to the prosecutors in the case. In the middle of a trial that began two years later, when FedEx alleged that DEA agents had failed to inform FedEx representatives that they should stop ship- ping the drugs, prosecutors suddenly dropped all the charges.

In 2017, Kent Bailey retired from the DEA after three decades as an agent. Two weeks later, he started a job as Minnesota state coordinator for the High Intensity Drug Trafficking Area program, facilitating collaboration between law enforcement agencies. Kim- berly Brill was promoted to Group Supervisor for the Diversion Control Division of the Minneapolis office. Steven Holdren is an agent at the federal Department of Housing and Urban Develop- ment in Minneapolis.

Eric Stouch remains at the DEA's Special Operations Division. Thomas Cindric retired, taking a job with an organization com- bating ivory poaching. Derek Maltz also departed the DEA. Like a number of other ex-SOD agents from the Le Roux case, he entered the private sector, joining PenLink, a โ€œsoftware provider for com- munications surveillance collection and analysis.โ€

In Brazil, Zion Fadlon became the co-owner of the successful Discovery Hostel and Restaurant in Rio. He was never charged with any crimes related to Paul Le Roux. When I traveled there in late 2017, I was unable to locate the women with whom Le Roux had attempted to conceive children.

Jon Wall, after taking a plea deal that could have resulted in up to five years in prison, was sentenced to probation in 2017. As of the trial, he was working as a dispatcher for a concrete com- pany.
